**Presentations/Staff Report
Public Hearing 1: Sycamore Ridge single family home development 225K-275K homes. Design Develop Construct is the developer. DR Horton builder. Estrop wants to commend the Board of Ed will approve.
Spearer DDC in Dayton - FAQ page - you can't call them. 100s of employees. When you hit Send on the site, it will tell you, you will then be communicating with United Healthcare.
Rue interrupts her - do you have a question about Sycamore Ridge. You have a number of financing schemed (TIFFs). Which port authority ? Lebanon
Phasing out TIFFs in 9 districts - could do each phase. The legistlation comes to the Commission in January - but wait, they aren't responsible for what developers do.
Rue - the developer had a lot of comms with the school distict and the district approved. That's all you need to know, in other words. They should be applauded on this.
Heck says they're not involved in port authority.
Public Hearing 2: Maple Grove subdivision TIFF. 110 new single-family homes. 360K - 400K. Two phases. Premier Properties, Clay Chester. Commend the developer and the school for a compensation agreement. Upfront expenses for the increase in enrollment.
**Rue Statement
Comprehensive housing plan. Good house values. Subsidized, townhouses, incentivizing folks to improve the older homes, rental property registry and vacant property registry.
And then Estrop had to speak and commend and commend and commend all involved. Greater Ohio Policy Center gave them recommendations about improving housing here and we've implemented almost all of them. Allowing this community to become more vibrant. Thanks Premier Properties. We're finding it easier to work together and this is just the beginning. For the people of Springfield and the people who will be new to Springfield.

Robert Spinelli - Great about the houses, but we have whole families in camps. Can't afford to rent. Anybody's 2 paychecks away. Why have we not turned one of these buildings and turned it into a winter shelter.
William Monaghan - said out Rue's address. LOL. "Rob Rue, 1845 N Fountain Blvd" . My comments are out there, but the Commissioner's remarks weren't. Are you allowed to alter public record? A person who supports you in the audience yells out, they're allowed. But if we dare to clap, or address anyone but you, Rue. Someone insulted us for 3 minutes. Explain the double standards.
Diana Daniels - EETC survey results. Damning and should be a wake up call for all of you. How many were returned and do you have past ones to compare. 19% were happy with your communications with the public. No comments on YT channel, of course. Notices are buried in the newspaper somewhere. Government censorship. Social media platforms - not under any obligation to allow comments, but you just didn't like the negative ones. So only the positive ones are allowed. Should be all or nothing. You're enforcing silence from the people you don't like.
Mark Sanders - Highway Patrol praise. Still gave them a few instances to look at. What's the city's plan to sustain it? Warming center - recommend you go visit. Barron has done something the city and county can't do together. Barron's spending his own money.
Barron - warming shelter person. A lot of politics. Thank goodness to local businesses and citizens who are helping. People pull in asking how they can help.
Charles Jackson - The Wagon Wheel is a dumping site. Clifton Court what is the cost going to be?
Laura - I hear rumors but don't know what to believe. Homefull - when they were removed from the Exec Inn this summer. Contract stuff. Immediate evacuation - they offered 30-day grace period - did you pay them? Vivek's town hall - Tackett was there. City leaders met with him prior to his town hall - only Rue and Heck met, though. Vivek brought a $100K check. To whom? For what? To a non-profit? He said he'd investigate further - did he make a donation to the Nehemiah Foundation?
Brandi White - Just to show support for those who will soon be jobless because you chose RITA. Commission says there will be jobs, but no info.
Matt Langer New Carlisle (?) - Also, about the firings. severance packages offered?
Wes Fabian - same guy same statement. City leadership is to be commended. You have listened and responded in positive ways. Our new neighbors represent hope. People without home is vexing. We know winter is coming, it comes every year.
**Rue's Immediate Comments
We're not going back and forth. Vivek meeting with me, Houston and Heck. Sunshine Law prevented others. It was his business to offer a donation but it wasn't to Nehemiah, but I'm not naming the other organization. Refused based on policy and political. Level-headed in time of craziness.
City had no interest in the Executive Inn. We paid Homefull for the unpaid days before June 23rd. Then they stayed June 23rd to August 6th. But we had liability. Decision was made to close because they couldn't be protected. had to be made for their safety. Shelter Inc and Caresource stepped up and put them up in a hotel that day.
Thank you to Barron for jumping in. Encourage you to be cautious and protected against some of these people you're helping. (?!)

Survey results - How many distributed (I think over 1000) how many returned (434). Prior survey in 2022 and 2018. I can find them and share them with you.
City strategy for Highway Patrol - thank you to the State Highway Patrol stepping in. We want a traffic enforcement detail. He gets reports. Finishing up interviews for more people in place.
Wagon Wheel - we'll open up a code compliance case for that.

Did we pay them? "They were paid June 23 to August 5th." there was a motion to make sure their expense were covered.
Homeless camps - Nehemia. Aaron Roy. Street outreach. Connect them with shelters. A coalition of orgs met to talk about a long-term strategy. City sent out a new RFP to expand or create new ones to address homelessness.
Why can't we use older empty/old buildings? It's complicated. Owners, safety, code regulations.
LITEK project to put affordable units on 150-175 lots. Land reutilization project. The Land Bank is working on this.

Wants the city mgr to discuss RITA again. We already talked about this in the last meeting.

Comments on several topics. Ugh. The survey offers us opportunities to improve. If we don't, shame on us Thank you so much to Barron. I changed my vote Monday to save the city a million dollars, and based on Shelter Inc's promise that nobody would be on the street. I strongly encourage homeless people to contact Shelter Inc. They misrepresented their services. I hope everyone has a safe and happy holiday season. We've had terrible deaths due to fire. I wish you all...

I do want to go on record for the 3rd time apologizing for saying S H I T. I was not talking about any citizen. I was saying the room cleared out like the last day of school. Our mics are always on. In that moment I was heartbroken the way, once it was time to get to the business of the city, the room went from packed to empty. The women who came to chastise me about not giving a crap about the citizens. I've always been taught not to talk to people who don't understand. I have not asked for anyone to remove it. What you see is what you get from me.
My nieces...Barron....I had a scheduling conflict and couldn't go. Mobilizing. My cousins. A huge movement of people who came to help and volunteer.

To Diana - survey results. I agree, they're concerning. There's a lot of misunderstanding about what the city can do.

**My Thoughts
I get the building of the houses. They need to attract businesses (my thoughts on the double-standard racism of that marketing) to get higher-income taxpayers here. Does it make sense to have a bunch of $400K houses among houses divided into apartments for 10+ Haitians?
