Public hearing about funds for Finance Brook Hollow and Red Bud Lane water line - a loan application - Mr. Lowe.(citizen) two weeks ago you had an emergency meeting - we had to change the agenda. Why was it an emergency - loan app was due to OWA. These homes were built in the 1960s - you took the retaining wall out with no reason - why are you doing this - is it due to development?

The Don said I can have Kirk answer questions about the project. So Kirk said there has been a lot of water main breaks. Mr. Lowe said that is not true. He's lived there for 19 years. Rue said - If there was development behind the church, we would tell you, there's no reason for us to hide. Mr. Lowe wants a list of all the water breaks. Your snow plow busted it and put poles up. The Home Depot thieves coming from that area. I would hope you'd put this on hold. Rue said noted.

The Don said, "Development could certainly happen, but we have no information about that now."

Why are you only doing half, then? Because that's all that needs repair. Kirk speaks to the Bechtel project - sidewalk to the Meijer and KFC all the way to the Walmart. On both sides.

Diana Daniels - refreshing to be able to get inside the doors tonight. Last time, I would've been outside in the cold. I came at 5:30 so I could get in. I rep all of those who cannot and will not - have been disenfranchised. I have no fear and nothing to lose. You can't take my job, my house, my kids, my family. From September, you've only listened to us here for 3 minutes. You post on YT - that's the only communication. You are a public servant. You do what we tell you.

Darlene Ulee - question - a lot of people about the accident where the 8 year old boy got hit. The paper said the guy ran off and the police didn't pursue him.

Cindy Barton - I was locked out from the last meeting. Budget and where the money is spent. The roads, the developments, but nothing for the children. 67% going to the teachers' pensions. But our students 63% tax money is going to city employee pensions. And you all are sitting here looking at your phones. Get this influx over with and put our people back to work. That's what we pay you to do.

Wes Fabian - the guy they choose to speak every single time. Says the same thing, just general gushing. Nothing concrete.

James Stewart - the annual crime report and discrepancies in data. Jason Via your public safety director says the city does have them, but they're not put on the website anymore. Will yo post the last 4 years' reports?

Richard Jordan - The IQ of his dog are 60. Monkeys have 75IQ. Haitians match the dog's IQ. They're driving cars. You're losing revenue for not ticketing these folks. You just got 2.5 mill for. Playing video games with the simulators. The money should've gone to us for the misery YOU have caused this city. You've demolished it for us. Wearing a BK crown in a video.

**Rue's Immediate Comments

Rue kicked Jordan out. "They're going to escort you out. But wait - what's up with the free speech. "Officer, now. Sometimes it feels like the Commission is held hostage. Hear this clearly - that is one of the most racist things I've ever heard. He had to leave because he was disrupting the meeting,. it's not about first amendment rights."

Cindy - your concerns should be brought up to the Board of Education. Stop talking back, this is not a back and forth. I don't know where you get your stats. I get $15K and our pensions are small. We takes notes while you speak. Children are a concern.

We are excited about the Bechtel sidewalk project and the funds to do it.

**Heck's Reports and Answers

We are forthright with the crime reports. I've asked staff to investigate our crime.

Jason Via we do all our annual reporting now through the FBI instead of the DOJ. We're doing an RFP now to get a new website. I don't know why they're not out there anymore.

That was a crime committed by a criminal. Chief Elliott - new information just today. WE located the individual. The person was charged with multiple offenses. No name, no info, no nothing.

We have nothing to do with any schools. State of Ohio and local board of education. I don't even know where they meet. Concerns about education should go to them.

A simple Google search, you can find this info, but let me read this out. So she reads about where and when the next meetings are. I definitely have to say something as the only black american person sitting here. My kinship with the transatlantic slave trade and the Haitians who are part of this - and in Black History Month of all times. And as an education administrator. I work with school psychologist - you've had your mind blown by how many meetings I attend. IQ is something I work with every day. A human being cannot compared to an animal. African descent less than animals. It's super racist. All the things people bark at us - I usually let them slide - but this is one of the most despicable things I've ever heard. I will not be seeking a second term. The vileness from CITIZENS - people are laughing in the audience. I can't consume this anymore and be constrained by what you can say. My goal is to be as Christ-like as possible. It's so difficult in this role. (Diana Daniels gave a thumbs up.) Racism is a divider and a product of capitalism. It's a construct of white people. Instead of calling me a racist - I have no issues with anyone of any skin color. Look up Nathaniel Baker Rebellion. That was the start of the construct. Racism was created to keep us busy. I've held this ever since the bus accident. There's always a reference to my skin color. I haven't done the level of community service I did when I started. I wouldn't even be here if it weren't for the Transatlantic Slave movement. To Mark Sanders, to Glenda, to Ms. Armstrong - we do not agree, but the respect I've received is immense. And we have nothing in common.

We all agree we need to invest in children. We've passed bills on 250K on Health Center so they could be seen. And investing in many local parks for the children.

Jason Via, Deputy Director - Public Safety & Operations - who is this guy?

Brown has been called a racist herself. Black people can be prejudiced, but can't racist. She went on for 30 minutes. Talking about HER. She's unwell. She went on about how much she cares for Diana Daniels - what the hell does this have to do with anything. She's the first to reference her skin color. She's missed her goal

Brook Hollow and Red Bud Lane water line replacement - is it because of development? Heck says there could be development in the future, but we have no info about any now.
