Horton Hobbs IV,, the VP of Economic Development with the Greater Springfield Partnership (Expand 2029 Campaign)

Thank you for all the partnership. One way through Community Improvement Corporation (CIC created in 1970 as chamber of commerce to connect city, county, and business).

2012 first Capital campaign to raise money. From the public. 70% public funded. Goal is to be 50/50. Raised 1.8 million

Expand 2024, goal was 4 million. we launched it in 2020 covid. So all on Zoom and we raised 4 million.

Lots of jobs. He visits companies. Initiative Expand 2029 Campaign - more support, programs in schools to attract talent, growing businesses and job creation at all-time highs. Retention efforts is the primary focus. Income aligned housing.

Criticisms are that the leaders of our companies don't live here. We are inviting them to live here. We haven't had opportutnities to support their living requirements.

I want to address recent immigration policies. The TPS program is a federal policy issue and the enforcement rests with the federal government. The city of Springfield.

President-elect Trump has made statements - Haiti remains a country eligible for TPS. We will wait for further guidance. We will ensure we align and the safety of all our residents.

Wes Babian - same same same. Springfield could lead the future of America, with our example.

Aurora Limcool - Last time I was here was the night before the bomb threats, of which there were many. The special emergency powers - are they still in effect? When will they end? Will a detailed list be provided about the actions that have been taken. The threats were deemed hoaxes from bots. What was the physical location that the FBI gave to the City? Last I heard this couldn't be shared. And is this forum able to be rented?

Diana Daniels - ( I won't put the link to the video here, because they will move it from YT to Facebook, but she speaks at 49:52.) We are going after anyone who encouraged or profited from the immigrants. 95/96 who signed the pledge for Welcome Springfield. Thanked the people who've spoken for the last 3 years. First, ignore, then bully us, silence us with 3 minutes every 2 weeks, eliminating no communication on government social media, the Faith community (some NGOs).Ignored us, blamed us, we are expendable and garbage. We knew it was wrong. We Collective courage - all who have spoken love our city, state, nation. New sheriff in town - we the people.

Gary Atkins - 200 Rosewood. Illegal auto service. All hours of the night. Code enforcement keeps coming back and back but nothing's been done. Any news on the homeless shelter this year? Still don't know what's going on with that. It's about to get real cold. Anything you're doing? The SNS tells us that Haitians are leaving already because they're scared. Why aren't they home fighting for their own country. Instead of getting freebies. They're doing a lot of organizing here. Why aren't they organizing for their own country? Puzzling.

Glenda Bailey - Before I start I'd like to thank everyone up there and all the Biden Harris voters here for helping to elect Trump. This democracy voted no to your pro-Haitian agenda and the oath to the Constitution you swore an oath to. No license plate, the officer let him drive away. No plates. Is this how a DEI police chief performs their sworn duties? Who gave the orders? Immigrant can acquire a gun and smuggle it into the courthouse? Multiple felonies. The HCA developed a driving program in Creole. This shows our determination to have a seat at the decision-making table and influence our future and that of Springfield She believes he's an FBI informant. If one of us tried to go to the courthouse with a gun.. Tired of the double standards that made us second-class citizens below Haitians. No one to blame but yourselves. Haitians to take everything that wasn't nailed down. How are you going to clean it up or are you going to let Trump do it for you.

Charles Jackson - I forgot what I was going to say after listening to all this hate. Trump got 34 convictions, and they're talking about a Haitian that got a felony. Whoever started the ruckus - that woman that made a comment on Facebook - we wouldn't have negativity around the county. Now we are known for darkness. And these racists who come down here every 2 weeks and make their stupid remarks. White people complaining that they're taking jobs. Now, you have a new demand that people can only address the mayor. First time in 225 years of the history of this city. A rule just like the dictatorial emergency powers. Thank you Rue for denying this city a visit from Trump. You did it to hide from America. Your arrogance, greed and misdirected self-loathing. Cost hotels, restaurants, business. You've cost this city. It'd be interesting to do a study on how much you've cost us. You denied this entire city. Your insanely destructive policies to encourage the migration and then not police them. You hide their crimes from the public, And then you and your cronies, ignore mock bully us. Crimes you condone here are condoned everywhere churchbased non profits here are everywhere, we now know. Where crooked gov't joins with churches to line your pockets and pad your budget. Taking from future generations. We voted to stop people like you - unfortunately we're stuck with you. You could help. You could investigate complaints you've ignored, fire the civil servants lining their pockets , enforce traffic law and housing code, etc. Rue said your time's up, and Bill said, No your time's up. And everyone applauded. And Rue was gobsmacked. Just silent. Took the 3-minute break before legislative agenda. And ran to duck into the back rooms.

**Rue's Immediate Comments

We'll continue to allow speaking, but we have to put a time limit or it would be a filibuster.

The bullying and insulting and character assassination are wrong. And it glosses over my ears. Your facts are inaccurate. I wanted to come to a microphone and yell and not care about anybody I spoke to or the city I live in. In all that vileness, it's hard to hear your concerns. We did this during Covid. Recommendations come from city employees. Big meetings were had. It sounds much grander than it was.

The emergency ordinance will be in effect through November. If we were to incur any other concerns so we can respond swiftly.

There will be a motion in the next meeting to cancel it.

**Heck's Reports and Answers

The decision was made to encrypt the police radio channel. Let me have Allison speak. The radio channel system is managed by Ohio. We've been studying encryption for some time. Allison has info to share and the decision is hers. Transparency and real-time access to information. The trust and partnership is important to us. BUT encryption was necessary.

The charter that the city voted on allows the mayor proclamation in the event of an emergency. Security items only. Threats to buildings and individuals.

About the bomb threats - investigation was done by the FBI, so we don't have information. They just told us they were bots. Citizens can contact the FBI.

The forum - no we are not renting anything. We have been evaluating for some time now. Prior to the threats we did have meetings here that were not city-led so we do see it happening again.

200 Rosewood - there are tenants, but we have to fine the owner, we have communicated with the owner about this to relocate.

Homeless shelter update. I'm going to have Logan give us an update of their continued work. She said, I recognize it's been a while since I gave an update. The service providers have not been meeting. But they say they will meet in December. As promised, we conducted a census in October. We will soon put out RFPs to address, so that is forthcoming.

How are we preparing for the Haitian departure? Nothing has changed to date. The state is monitoring. Andy Wilson and the Gov are looking into this.

We need additional detail about the Haitian question about the gun in the courthouse. No order has been given to ignore crime.

We maintain a level of respect for everyone here. You still deserve and have a right to be heard. Encourage some humanity in our meetings. And see if anyone needs anything "to talk it out" after that outburst.

The idea that anyone up here is silenced is not true. Guidelines were approved by 2019. BULLSHIT. We just haven't had the audience here that we've had recently ever before.

**Exec Director of Ohio Mayor's Alliance Speech

Rue says he's a tremendous support. Announce Emergency Relief Fund to help with the costs of the unprecedented time in September. A group of mayors met with Rue and asked how we can help. Costs to the city and additional security for meetings. We raised 100K for the city of Springfield. Thank you for leading your community through an incredibly difficult situation. We've had social unrest and weather situations, but this was unprecedented.

Rue's comments about this: Your work is phenomenal. Second largest support since we were thrust into the national spotlight.

**My Thoughts

When Horton talked about the criticism that leaders of companies don't live here, he said that's because there haven't been housing opportunities that meet their requirements, but he's working on that. LOL, and not funny. That just means they need bigger, better million-dollar homes with a country club and golf course. The one here isn't good enough.

The Charter and the guidelines spin is just that. Spin. The guidelines have not been out there since 2019. In another meeting, Rue mentioned updating them in these unprecedented times. Emergency powers in a charter was never meant to cover made-up bomb threats. Sure, it's in the charter, but what was invented was the cause.

*** Wes Babian attends every meeting to talk about how much he loves the commissioners, the city manager, the mayor. How selfless and wonderful they are, especially in such stressful and challenging times. He gushes about the love he has for "our new neighbors. He is the Board President of the Clark County Combined Health District (CCCHD) and has a salary listed as zero but directly (in descending salary order) under the top two making over $360K. The CCCHD has made a literal fortune off the Haitians from other people's tax dollars. Wes Babian was Warren Copeland's pastor at the First Baptist Church for 20 years. He is now on the Board of Rocking Horse and the CCCHD, among others in the health field. He is listed as having no salary, and organizations never publish bonuses and benefits for the public. He lived in a 4 BR 4BA, 4300 square foot house on a quiet dead-end street neighboring only about a dozen houses that he sold for $370K in July 2025. According to the Interwebs, he has a net wroth of 1.375 million. These things explain why he's on the Board of everything and as he sees it, chooses to represent his god at every meeting.
