The accidents issue is due to our kids not having driver's ed in school anymore. Heck said Springfield has the second highest car insurance rates because "repairs cost more". Nothing to see here.

Estrop thanked them for their service to the community and education. We need people in the trades, contractors, health, service industry. This is the old vocational school. Estrop took a vote that they endorce the CTC. They all voted yes, to support the initiative.

Tackett has visited. How fortunate we are to have a variety of educational opportunities. My son goes to CTC. And will take a yard sign.

Estrop asked about zoning if there was any opposition. No. Was it approved by the Board? No. Unanimous approval.

Melissa Skinner - I'm excited to see what has happened from 2 weeks ago. She had a slew of issues about kids. No answers on the # for victim's advocate and charges for the 4-wheeler. I pray a plan is coming together. Veterans, too. Renting and making a killing. Giving people licenses knowing they can't drive. Healthcare made safe that are not being reported

How will we know what the Governor's money is going for? The city gov't needs to get it together for the citiznes that you swore to protect.. Then you will see forward together.

Mike Spinelli - 2 weeks ago Gov game $ for law enforcement. Why have we not used that money to hire more police? You wanted this to be a big city, you're getting it. Why are our streets not being repaired? Potholes, rent, tent cities - children, you guys aren't doing anything. We don't see anything. You get all this money and why don't you invest it in the city? To serve us. Like the constitution says.

Melanie Brown - homeless is a housing issue. They're getting kicked out for the profit to the Haitians. Mark Sanders gave Rob an assignment to check into a couple of addresses. 60 people in a 2 bedroom house. Are you doing anything about this? Ppl renting by the bed, by shifts. Krystal - Haitian Community Center spoke - some bridge about assimilation - did you get to go? I know you're busy..but did you go? DeWine - immigrants came for employment. Do we really have all that many jobs? Heck sent a letter to Sherrod Brown saying 15K in January....so it's got to be a lot more now. FEMA. FEMA has separate funds for immigration grants to cities. Why haven't we applied? They didn't even award all the money because they didn't have enough applicants. We can't express our concerns without being called a racist. Their better life should not come at the expense of our citizens.

Mike Lowe - I asked for my money back from the tax levy, since we didn't employ more law enforcement with the money. We're supposed to have 130 officers.. Jill Allen sent me a letter saying individuals cannot get refunds. We have 119. That's not our requirements. All money from this assessment should be placed in a separate interest bearing fund. This is in the charter. You should demand that the funds be returned to the taxpayer. The city manager and council have been long aware of this. You have 14 days to respond or legal action will be taken.

Glenda Bailey - Whose idea was Haitian Flag Day? What non profits did the city coordinate with to do this? Did Haitians pay for their event in Veterans Park? Does the rent you receive come from any gov't agency or non-profit? Today a video at Red Coach Village - there are other videos all over the Internet torturing cats and dogs. Most Haitian are born at home and they don't certify births. They create identities in the CBP app. They are paid mercenaries. You said 20K, now backtracking. Were you lying then or lying now? FEMA spent all its money on migrants. Foreign invaders first and Americans last.

**Rue read an emergency proclamation

Executive order. Town heightened media coverage. City employees' residences have been under threat. Creating an immediate danger for employees.

Article 2 section 7, the mayor shall take command of the police during emergency. The mayor decides what a state of emergency is. We did this during Covid - Copeland. So we are under a state of emergency proclamation.
All purchasing is suspended to focus on security threats - terrorism, civil unrest, cyber attacks of the employees of the city. So they can buy anything they need to for security.

Streets not being repaired. 2017 levy was passed, we've begun our paving program again. 9 year hiatus because we couldn't afford it. This is neighborhood streets. We're nowhere near close, but we couldn't do it for 9 years. If you see a pothole, call xxxxxxx. Service department. I guarantee it will be filld. Report a concern feature to our website is being added.

Money from the state - a mobile clinic and a more perm one for EVERYONE. And for the schools for translation services SPECIFICALLY. No money for law enforcement from state or federal. We're asking, but nothing yet.

$75K raised from Mayors' Alliance. for something?

Actively working with legislators to secure as many funds as possible.

Broad context around houses and landlords. We go out and look at addresses we are given. We investigate all of them. We can work with others - Health Dept, etc. - to investigate.

Rue interrupted - we don't want people unsafe in homes. We definitely check addresses. Nobody is getting an address and ignoring it.

Haitian Community Center - Vilas - helping to work toward assimilation. Happy to set up a meeting to facilitate. They're trying to set up a Interfaith group to assist with this, too. They're trying.

We asked about the program. Under TPS, we are not eligible for FEMA dollars.

Do we have 30K new jobs? No. Our job market has become saturated. But jobs are available.

15 or 20K? He asked the Community Center guy - what do you think the population is now and he said 15K.

A letter about the 119 and the strength. When the levy was approved put a minimum of 124. Not for a lack of trying to hire. Since Jan 2022, we have tired to hire 9 and it hasn't worked. The entire state has this issue. We want to be at 130, but the minimum is 124. Jill did you receive a letter? Yes. She had nothing but a "yes". Rue said it's not a valid complaint because we are actively trying.

Whose idea was Haitian Flag Day? They contacted Copeland. Heck wasn't aware of nonprofits. The event at Veterans Park - he's have to ask Leann Castillo about the rental cost.

Facts on the challenges on the website. That FAQ site was a compilation of meeting presentations that the Health Commissioner provided in a prior meeting.

Broad statements on homelessness. I would Logan Cobbs to give an update. Same statement she says every meeting. There is no warming center. Barron had to do it. Church partners would step up with a proposal.

Do we let TPS people drive away? 2 misdemeanors are allowed before it affects their status. But we enforce our driving laws universally. The officers assess whether a vehicle can be towed. I'll put that on the website.

We did a ride along here, the calls that were stacked up. The call volume here. Their ability to respond so quickly. We're so happy to assist.
I looked at a map. We've been here since Sept 11th. And wanted it to be data driven. Focused on the problem areas.
Home to Leffell, Limestone - Main and High. But out of the neighborhoods. Specific traffic enforcement. Race-neutral.

Since Sept 11, the Highway Patrol has:
744 stops.
333 non-enforcement action. Out of the 333, 200 warnings were given.
411 resulted in violations.
18 crashes.

We have a lot of kids who haven't been through driver's education. The Gov put Code grants in place to do driver's education in school. Your vocational school here got one of those grants.

He and Mrs Dewine are passionate about this. They have a very personal interest in this. We had a meeting with all the insurance company CEOs.

Drive to succeed grant to get help paying for this.

We're working with the city, the non-profits.

**My Thoughts

*** Wes Babian attends every meeting to talk about how much he loves the commissioners, the city manager, the mayor. How selfless and wonderful they are, especially in such stressful and challenging times. He gushes about the love he has for "our new neighbors. He is the Board President of the Clark County Combined Health District (CCCHD) and has a salary listed as zero but directly (in descending salary order) under the top two making over $360K. The CCCHD has made a literal fortune off the Haitians from other people's tax dollars. Wes Babian was Warren Copeland's pastor at the First Baptist Church for 20 years. He is now on the Board of Rocking Horse and the CCCHD, among others in the health field. He is listed as having no salary, and organizations never publish bonuses and benefits for the public. He lived in a 4 BR 4BA, 4300 square foot house on a quiet dead-end street neighboring only about a dozen houses that he sold for $370K in July 2025. According to the Interwebs, he has a net wroth of 1.375 million. These things explain why he's on the Board of everything and as he sees it, chooses to represent his god at every meeting. Thanking Rue for allowing him to speak for 3 minutes. Sanity to me!

Rue's emergency proclamation was to keep Trump out. Yes, it's in the charter that citizens voted for. But it was not intended to be used in invented emergencies.

Rue said, "This proclamation is temporary. We'll revisit it in November when hopefully things are nice and quiet again here. I think you all think this gives me a lot more power than it does" This completely dismisses the umpteen previous years that citizens have been fed up.

Didn't answer the question. If we paid an extra levy in a special fund for 130 officers, refund us. LOL. Jill said if we're not paying the extra 6, we're paying it in overtime to the 124. 19 million dollar budget each year. Special police levy fund. We have to put extra in.

The money is for THEM!!! To teach them how to drive, not attack women, not kill other people’s and park animals, not to carry machetes in grocery stores (my experience here), all the things.
