The Honorable Kristi Noem
Secretary of Homeland Security
Washington, DC 20528

September 16, 2025

Dear Honorable Kristi Noem,

If I understand the situation correctly, I believe the TPS decision rests with your office. If so, I would like to present my experience with the situation in Springfield, Ohio, as a desperate plea for help.

I also believe that there are some others in town who have reported specific criminal and dangerous activities throughout the town to federal agencies, as more are coming here due to word of mouth about how much the city gives to them and the shuffling of people from one sanctuary city to another. (Springfield calls itself a “welcoming” city just to avoid the extra admin.) The numbers are increasing, not decreasing.

The city has a population of ~58K. There are now over 30K Haitians who have come since 2021. The citizens have pleaded with the City Manager, Mayor, and City and County Commission for help (City Commission meetings are on their YouTube channel linked below). In response, hundreds of millions of federal, state and city taxes have been spent ON THE HAITIANS. They’ve built a new hospital for them. They’ve put translation devices in every school (while 33% of our third-grader can read) and any other place they can think of. They’ve added programs to the DMV FOR HAITIANS. While telling us they have no money for roads (our roads are horrible, for example), public transportation, the homeless, the food pantries. etc. And now, they’ve raised our property taxes for schools 32% (This is the average, mine went up 35%. I’ve lived here for 18 months). There is an increase in our sales tax on the November 2025 ballot. The city says they have run out of American Rescue and Cares funds and is almost broke. They tried to convince us that the Haitians are rebuilding and contributing to Springfield, but they claim 9-10 dependents AND send their money back to Haiti. One was in the local news touting how he didn’t care if he had to leave, he had supported his family and saved $50,000 while he’s been here. The City Manager has been building affordable housing for months now. These houses are FOR HAITIANS. They are marketed to the Alliance and they get first advantage for discount mortgages. Our homeless population has increased because landlords of houses have evicted them because they prefer to rent to Haitians at higher prices (paid for by the taxpayer). One report mentioned 60 in one house. Apparently, sometimes they rent by the “shift”.

Fall 2024

As you know, Springfield was in the national spotlight in Fall of 2024. What you may not know is that our city, county, and state government lied to the entire nation about who we, the citizens, are and about the situation here. They replaced the geese in the park from Indiana (in the middle of the night (literally) and worked with the Haitian community leaders (one of whom, Jacob Payen, is a repeat offender and due in court in October on yet another gun charge) to go into hiding while news outlets were here, which they did.

Our mayor and city manager told corporate leaders here to interview with all reporters to tell the nation that Haitians are just better employees and filling jobs that Americans just don’t want. The truth is that those companies reap the benefits of $9,600 per Haitian in WOTC. So hire 30, you get $288,000 off on your tax bill. When they learned of this perk, they stopped even advertising openings to anyone but the Haitians (through First Diversity, etc.). Then, even more benefits came for them. There has been and still is so much money in Haitians and so many American politicians and nonprofits are fueling their greed like never before.

The mayor told the world that the citizens were lying. The city attorney found the loophole in the words “domesticated animals” and “pets” and made sure everyone used the “right” words consistently. Citizens here provided the city leaders with evidence multiple times and long before Fall 2024.

The Governor then told the world that Springfield was receiving bomb threats. He ordered schools closed and sent the Ohio State Troopers to wander the city. Terrifying children for fodder. This allowed Mayor Rob Rue to invoke some sort of “emergency “powers” that prevented Trump from having a rally here. A rally which would’ve benefited the town and many businesses.

Since and Now

Guns, gangs, prostitution, illegal venues and bars, no drivers’ licenses, traffic incidents including deaths, running into buildings, endangering the public, but mostly walking away. Two misdemeanors means that TPS status is revoked, so the orders from the top are to collect no data on Haitian crimes. Plus, so many drive illegally, how do you ticket a person with no identification. Many have several identities. Many change theirs as they travel from town to town.

The leader of the Haitian Community Alliance is Jacob Payen. He has a long list of violent crimes on his record (he has been here some time, he’s not a current TPS person, just organizing them and reaping the many benefits. He is due in court in October about his latest crime: carrying a gun into the County courthouse. If a citizen did that….

The Mayor hates Trump. In every commission meeting, he repeats this. When (hopefully) ICE comes here, he will put up a bigger fight than Chicago’s mayor this week. DeWine a the head of it.

My Experience

I moved here in 2024 after being priced out of the housing market in a Dayton suburb (and high interest rates) when looking for a home. I had no idea of the corruption here at the time.

Within a month, I was afraid to go out in public in the town. I had been lunged at by two Haitians in a group of over twenty preparing and eating and tossing produce on the floor at the front of the store. I think I stared in disbelief too long. I immediately left and thought I’d try Big Lots, where I was trapped in an aisle by four Haitians blocking either end. I don’t know why this happens, but there have been many reports, so I’m not alone.

Since then, I have learned what’s been going on, what continues to this day (there are even more here now than ever and they seem to get more and more dangerous. The City continues NOT to collect data on Haitians.

I have not entered a store in Springfield since. In fact, like more than a few women have said in Commission meetings, I rarely leave the house. I moved a long way to be in an increasingly dangerous city. In my defense, there is no news here other than the Springfield News Sun, a far left leaning publication), so I had no information.

========

I appreciate your time (and/or that of anyone on your staff or who monitors this email inbox) and still have hope that we can take back this city from these invaders (that is what they are now, we work for them and they seem to be forming a militia), and….well, make America Great Again. There is really just no better way to put it.

Please help us. Do not let this TPS status go on another 5-6 months. The UN has already started putting out propaganda that Haiti is experiencing heightened gang violence. But we all know, this hasn’t changed in 250 years. And the Haitians here seem to love it so, I would think they’d be find going back without all the American freebies. Please don’t give the lawyers, the UN, the nonprofits more time to either classify them as refugees or worse than that, naturalized citizens under some new status that involves even more of OUR money.

Thank you again for your time, consideration, and your service!!

There is a small population of people gathering intel on the situation. But most here are scared or have given up. I know we are not unique, but it does feel like we just don’t matter.

A man named James has started an Empty Pockets Garage Podcast, small but growing quickly, with guests who investigate the illegal activities around town: https://www.youtube.com/@emptypocketsgaragejames6393 and on Rumble: https://rumble.com/v5elqvv-springfield-ohio-migrant-issue-not-fake-news.html and https://rumble.com/user/EmptyPocketsPodcast?e9s=src_v1_cmd
