Cute, Complicated, and Can't Find Her Way to Her Own Mailbox

In May 2019, she was hired as the Assistant to the City Manager at $39,531. In 2024, her salary as Community Development Director was $151,322.

In fact, Eviston is our City Traveler and Cobbs is our City Shopper.

If you calculate from 2019, when she started as Heck's assistant in 2019 at $39,531, to 2024, you get a $111,791 or 282% increase. In ~3 years, since she wasn’t even here in 2020, first half of 2021, 2023, or first half of 2024.

Heck sent her to the Leadership Academy Clark County Ohio, which is yet another invented nonprofit to "develop public servants". They actually get certificates, also made up. Same SOP for Karen Graves. Invented so Heck can add Director to these gals' job titles so he can increase their salaries exponentially. And we taxpayers foot this bill, too, of course.).

So, 2019, hired as intern/Heck's asst at $39,531.
In 2020, she left for a year.
In August 2021, Heck appointed her Deputy City Manager. Sent her to the Leadership Clark County sham.
In November 2022, she left for Corpus Christi, Texas where she was Director of Communications at $125K for the year.
In 2023, her salary in Corpus Christi dropped to $102K and her job title changed to "N/A".
In 2023, she was also listed as an Intermittent Mgmt Analyst for Springfield - probably 1099, so only a $513 salary to keep benefits/seniority?
In July 2024, Heck appointed her Director of Community Development at $151,322.

In July 2024 Cobbs was hired by Heck (after a months-long search, of course) to be the Community Development Director, replacing $148K (2023 dollars) Shannon Meadows who left for a job in another township. According to Meadows own account of her job description in a Facebook post, she was responsible for the day-to-day management of 5 divisions including: Planning & Zoning and Code Enforcement, Building Regulations, Housing Rehabilitation, Development Programs, and Human Relations. Every day is different than the last in Community Development. Can you imagine? Logan Cobbs!?!? No wonder she has no answers, she's probably overwhelmed with...well...stuff.

And yet, a woman named Melissa Skinner spoke in the October 2025 meeting that she'd been trying to get a callback about a permit for MONTHS.

She is asked to speak in every meeting, because she never has any answers and citizens keep asking the same questions.

Nothing to see here. "She's meeting with people."

She facilitates meetings among all the non-profits and NGOs involved in the homeless here (BIG $$$ in it). In December 2024, she was meeting with people. In September 2025 (asking her early about any plan), she's meeting with people.
